In the US, only the US govt (per my last experience) may test for vCJD (the Mad Cow Prion) in cows, even if you are a drug manufacturer. There are, of course, kits on the market to test for the Mad Cow prion.

I have a friend who was a Rhodes Scholar at the same time as Bill Clinton.
