A local went and investigated where that car came from. Made a video of it. Showed the tracks etc. The trail/path does not exactly support a story of driving and brakes not working. Details - I don’t remember them, but seemed reasonable.

Mrs.C, a former motorcycle road racer, commented that it looked like "Target fixation". The driver fixed on the lights and steered toward them. It happens in racing and (I have heard)to fighter pilots. Then again, some people are just bad drivers and get distracted by that many flashing lights.
