An update: I sent a detailed report to the Chief of Police and requested a status report on the investigation. The Chief reviewed the responding officer's body cam footage and the store footage (which showed my daughter running from the predator and me confronting him) and then he got back to me.

He assured me that they are going forward to try to find this guy and they have his photos from the store video. They are also adding this report to their intelligence section to watch for similar incidents and a pattern of this type of crime in the area. The officer who didn't get back to me claimed that he "didn't copy my phone number correctly". I also discussed that officer's abusive method of questioning my already shocked daughter.

Target's manager got back to me and assured me that they are on the lookout for that guy and will get the police there if he shows up again. They are reorienting their store cameras to cover the child's book section and the toy sections.

From here on, my children will never be more than one pace from me, anywhere and I am carrying a Ruger LCP in .380.

good for you. and i am glad that the cameras will be focused on kiddie books. I guess their cameras are to deter theft, but in this day/age, toys and kids corners should be monitored for perverts.
