There are several relatively inexpensive means. EMP bomb, bio weapons, chemical weapons. Even an intense regional nuclear exchange (India v Pakistan) would have planetary wide effects if there was enough nuclear fallout.
A green new deal would mean a 19th century lifestyle for most of what’s left of the public. The Georgia guidestones prophecy could be realized. The elites would retain a very advanced lifestyle.
