Senate passes "Constitutional Carry" bill that Gov. Kevin Stitt will sign into law (Oklahoma)

OKLAHOMA CITY — A measure that would allow individuals to carry firearms without a permit or training is headed to Gov. Kevin Stitt’s desk.

Stitt is expected to sign House Bill 2597, by House Majority Floor Leader Jon Echols, R-Oklahoma City, and Senate Majority Floor Leader Kim David, R-Porter.

The measure passed the Senate on Wednesday by a vote of 40-6.

Stitt has set a ceremony for 4:30 p.m. in the Blue Room at the state Capitol to sign HB 2597, his office announced. It is the first bill to arrive on his desk.

Former Gov. Mary Fallin vetoed a constitutional carry bill last May, citing safety concerns. ​

That's pretty much the story. Governor supposed to sign it into law at about 4:30 CST.

What I’ve not seen is it has an emergency clause making it effective immediately. Scheduled for 4:30 cst.

I guess that means they won’t be allowed to conceal carry to other states. I’m all for conceal carry but with proper training and testing.

I gave my Son-in-Law a Browning Hi-Power a couple of months ago. They live in Oklahoma. I recommended he get a concealed carry license. He said he would.

Looks like he will not need to now.

Keep in mind, if he's interested in reciprocity to other states he might want to go ahead and get the license.

Nice choice on the High Power BTW. I've never had one in my hand but it's a classic.

They have more than adequate income. I hope my Daughter will get one for herself. She was never interested in shooting but I taught her safe handling.

She actually already asked me for my opinion on one to keep in their home. I suggested two Ruger 10/22s and high capacity Ruger brand magazines. One downstairs and one upstairs.

Maybe a small revolver or automatic for her purse.

I’m a NRA instructor and CHL (now LTC) instructor in Texas. In general, the training and testing is a joke. MY training is borderline proper but I pretty much slept through the training classes I went through — other than the one to become an instructor. I had to correct the instructors on the law on 2 or 3 occasions (not a big deal) and could have passed the shooting test with my off hand blindfolded. Most of the classes (now 4 hours; used to be 10 hours including range time) just teach the people the test and then bullshit about all sorts of stuff gun related. And not all fo the instructors are all that qualified.

The intent of the classes is really just to make sure one has handled a firearm before and is somewhat familiar with the BASIC regulations. It is NOT to make one a competent shooter or even handler. And like it or not, the second amendment really doesn’t require as much. In my classes I took further steps to get everyone as educated as possible and really don’t teach anymore now that they’ve gone to 4 hour classes (plus, I have other endeavors). But a right is a right. And it shall not be infringed.

Training is good. MANDATORY training is government over-reach. Those who favor liberty should oppose it.

Every State that has gone to Constitutional Carry after having established a permit system has retained the permits for the purpose of reciprocity. Even though WV is a Constitutional Carry State, I still get the permit. Virginia is less enlightened, and I frequently travel to that benighted State.

Most cc classes for permits do not ‘train’ other than Boy Scout basics. Training is and should be on those who decide to carry.

Done deal. Governor Stitt just signed the bill and is handing out commemorative ink pens to the bill's sponsors.

Just a side note, our new First Lady is much more telegenic than the former First Husband. Just sayin'...

I’ve heard nothing about an Emergency Clause, so what is the effective Date. I wonder too about the 5 day waiting period on handguns. I’m too lazy to read the whole thing.
