Did Goines gave a personal issue with this couple? Or, is this just the way he did business over the last 30 years when he needed to boost his arrest numbers?
I bet the only reason this came out is because officers were wounded and the chief is taking flak from the union and fellow officers. Somebody had to be held accountable for the injuries to the police.

Why a narc cop lied to a judge to get a search/arrest warrant may be something like this: the cop was getting bribe money from those dealing narcotics but the dealers threatened to disclose this for some reason. The cop had to shut them up some way. Plausible.

It doesn't have to be personal. Cops are at "war" and "civilians" are the enemy.
