The bill is not benign or inconsequential.
At first glance, it looks like it is redundant because murder is already illegal in the US.
It starts out giving federal powers to prosecute attempted murder and murder if it is racially based, but goes on to give the federal government the ability to prosecute anyone harmed (even over the internet) if it is due to race, age, gender, religion, sexual orientation, and gender identity. Furthermore allows a maximum sentence of 10 years.
It is a thought police bill.

Check History; The Rs tried to tackle the issue of Lynchings back in the 1930s & 40s. They were shut down by the majority Ds.
