I agree with you - Q Team has spoken frequently about leveraging. Remember last year's SOTU? When he said they (the audience-Congress) were 'freed'?
I believe the cabal blackmailed ('leveraged') lots of people from politicians, to business leaders, to foreign leaders, celebrities, you name it. I suspect Q Team has done some of their own leveraging. Particularly after Q back-tracked slightly on the "no deals" pledge. I think the Team realized that a few small deals for lower level miscreants were needed.
