What if you simultaneously executed a handful of high-value-target arrests and the DS/media couldn’t find you because there was no GPS tracking system that day?
What if those high-value-targets had personal GPS monitoring systems (phones) so that their friendly cousins could ultimately find them by looking for last known tower pings?
