Question regarding border wall funding

Within the last week I read an article about a fund (on the order of over $1 trillion) that the President can access to build the border wall, without the approval of Congress. I'm pretty sure it was here (as opposed to Drudge, which is my other "go to" page), but now I can't find it. I'm kicking myself for not having bookmarked or printed the article. It is NOT the 2/1 National Sentinel article that talks about Title 10, Section 284 of the US code, which grants authority to the Pentagon for support of counter-drug operations. Does this ring any bells for anyone? Can someone give me a link, or even the name of the fund? Thanks!

You can search on "10 U.S. Code § 284" and read all about "Support for counterdrug activities and activities to counter transnational organized crime."

As for the trillion dollar "fund," there is no such thing.

There is unobligated, undisbursed (unexpended), and expired. Expired is what is says. Those appropriations are no longer available. Most expired funds were unobligated within the period of availability set by Congress when appropriating those funds.

Some appropriated funds do not expire. The appropriation will state "to remain available until expended."

Unobligated and unexpired funds can still be used. The question becomes what the funds were appropriated for. For example, the President can't use disaster relief funds for the military unless Congress acts to grant that authority.

Obligated but unexpended funds are usually not recoverable for use elsewhere. An exception is grants to States that are immediately recorded as obligated. If the States sit on the funds, those can be deobligated.

Only expended funds count towards the debt. So, it's not "free money" by any stretch. Expired funds will never be added to the debt because they were not spent.

Cool, you saved me some trouble. I was about to head over to American Thinker and look through their back pages, I knew it was there, and you posted it already...

I’m just guessing, but I think President Trump (man, I like being able to say that...) is making sure he dots every i and crosses every t before going full metal jacket on this issue. The border barrier can be funded in different ways, but first he has to be able to make the case to the people, and the 9th circuit, that he tried everything possible first.
