Well, you misinterpreted.
I was pointing to the ^process^ employed here in Michigan for the referendum.
It can be summed up in one sentence: “The Democrats have thought this through and it is obvious to everyone, and the consensus is clear; this is the ONLY solution to our problem.”

Yes, that’s the process. That is the exact process by which the states are winning over the voters. It takes a while for people to see there’s a better way to get from point A to point B rather than join a traffic jam on Congress’s freeway. The side roads and arterials can get them where they want to go without wasting time and without getting stuck. They come out ahead and less frustrated.
That’s the whole point.
