He should have acted two years ago when he first took office.

Yeah, as though day one was simply a walk-through.

Here is a street fighter with
- no legislative experience,
- little political negotiation experience pertinent to the Hill,
- a Congress that either was deceptively and flatly against his agenda or wasn't yet willing to support him in anything verging on the dramatic (i.e., RINOS),
- doubt as to who of those in the WH that he could trust were actually politically savvy
- doubt as to which of those could/would work comfortably with his style of management,
...etc., etc.

Finally, you and I have little or no idea of any larger national or global problems he may have been working on.

Try being the new guy in an unfamiliar profession who is charged with directing the labor efforts of several hundred strong-minded personnel and get back to us.

And yet Reagan was able to push his tax cuts through a Tip O'Neil controlled democrat House with a Republican establishment that was also flatly against him.

Enough with making excuses for Trump, he makes more than enough for himself.
