Might be showing my age, but I seem to recall exactly the same quote coming out of a Chinese gentleman name of Mao a "few" years back as part of what was was styled a "Cultural Revolution".

Screwed the country up for most of twenty years and killed (according to https://www.history.com/topics/china/cultural-revolution) 1.5 million......

(I'll just gently lift my jaw off the deck after seeing that number......I'd heard ten or twenty times that figure.)

IIRC, 30-70 million & some claim 130 million.
