If he had just built the wall with existing funds on the quiet, the Dems would have created a huge ruckus, rogue commiepuke judges would have gotten involved, and he would have been on the defensive.
This way, the Dems have totally exposed themselves as being the party in support of crime, MS-13, human trafficking and slavery, rape, forced prostitution of women AND children, drugs and lawlessness of every kind (as well as hypocrites since they used to be for a wall!).
At the same time, he has shown himself to be trying to work with them, bending over backwards to negotiate, etc.
This has also allowed Trump to make the hellish situation at the border and with illegals all over the country, a huge issue and more and more people are seeing it for what it is.

It kinda seems to me that it was planned. One additional benefit: USAID that scam paying money to foreign nations has cut off the money flow - a portion that winds up in politicians pockets.
