Larry D. Woodruffe, 24, was arrested on Saturday and initially booked into the county jail on a felony drug possession charge. That same day, Eric Black Jr., the first man arrested in the case, was taken into custody based on a tip the sheriff's department had received.
Jazmine was shot and killed on Dec. 30 as she was riding in a car with her mother and sisters in the Houston area.
Black, 20, who made a court appearance Monday, is also charged with capital murder.
Prosecutors said in court documents that Black admitted to driving a car in which Woodruffe, a passenger, allegedly opened fire from the front seat, striking the vehicle Jazmine was in.
Prosecutor Samantha Knecht told reporters Monday after Black's hearing that the car carrying Jazmine and her family was targeted "in retaliation for an altercation that had happened earlier in the night.”
Prosecutors said the family was not the intended target, and Black and Woodruffe did not know they had shot at Jazmine and her family until they saw the story on the news later in the day.
"I don't believe that Mr. Black knew the family. I believe this is a case of mistaken identity, and I think that Jazmine was an innocent bystander, unfortunately," Knecht said.

The sad thing is her daughter’s murder wouldn’t have gotten more than 30 seconds on local TV and SJL wouldn’t have cared one bit if the mom had correctly identified the murderer as a black man because black lives don’t really matter unless their deaths can be used to spread hatred.

The child was an innocent bystander, but what happened to the reports that her mother knew at least one of the perpetrators as “phone friends”? Was that fake news? Or is the prosecutor covering up?

The mother was Facebook friends with one of the perps, and covered up for him by reporting the shooter as a white male. Snitches get stitches, don’t ‘cha know?
Everyone that I know here in Texas MOURNS the loss of 7YO Jasmine Barnes, whose precious life was taken for NO good reason by 2 vicious/armed criminals in a “drive-by shooting”.

Sheila Jackson is refusing to apologize for calling this a racist hate crime and insists that this death should still be exploited to address the issue of white on black violence and racism in this society.
She had the balls to says that there is nothing to apologize for in her remarks about the death because anything is within bounds when discussing the death of a child.
Can anyone pull up stats on when a previous black child was murdered in a robbery, gang hit, etc? How much press did it generate?

Reportedly the white man who was seen in the red truck has now been targeted with death threats along with family members.
I’ve heard that it was Saun King (who is claiming credit for the police tip to the murderers) is behind the outing of the white suspect.

I guess prosecutors get political stitches too. Unless the “mama was a Facebook Friend with the drug dealer that shot up her car” story has been disproved, what sort of imbecile must the prosecutor be to accept that the car was targeted by mistake?

Plenty here in Baltimore last summer.
7yo girl shot in a car (died later), while riding with her friend and driven by a woman who was her cousin once removed. Never got a resolution, but it turned out the mother was possibly involved in drugs herself and might’ve been doing a deal.
This is the neighborhood my mother lived near back in the old days pre-riots. Now it’s about as unsafe as any given ‘hood in Baltimore.
But yeah, there was LOTS of local attention to that one. Never stated, but kind of assumed a black perp. But the woman driver was in jail for possession of gun and drug stuff.
There is almost a murder a day in Houston.
The mayor and congresscritter are playing the race card rather than addressing problems that affect everyone in the city.
do a search for Jazmine Barnes mother Facebook friends with killer” and it will urn up a slew of sources. BUT, most re things like DailyCaller, and a lot of echoes on other sites. One DailyCaller post has a string of social media insets, one claiming that a store security camera has video of the perps right before the shooting, and that the mama bought drugs without benefit of paying. I a very skeptical of such claims, which is why I was asking if they had been debunked. (Because the prosecutor is saying the perps didn’t know the victims — if the mama was Facebook friends with the killers, that would be a direct contradiction).
Since the killers are facing capital murder charges, it is possible that the State prefers to keep its case simple and avoid a political backlash for accusing the mother of complicity. If you mean mistaken identity on the part of the killers, I guess anything is possible.
