Didn’t see this tweet earlier .... maybe he’ll say that he signed the state of emergency in Dec 2017 and ever since then the wall was being built/plans developed in secrecy and on Thursday - despite Congress we’ll show you where we are so far and what the US military can accomplish in 48 hours.

I wouldn't say secret though - it's all been public + transparent ... it's just the media hasn't reported or misreported ;)
