I believe that Posse Comitatus just prevents military from being turned against US citizens.

Going from memory here, but I believe an exception was added during the Reagan administration that allowed the use of the U.S. military in the event of drug interdiction. I remember a news report showing AWACS cruising the Carribean during training exercises that were prohibited from notifying law enforcement when they tracked known flights involved in drug trafficking. That was part of the justification in making the change.

Then along came Waco. The story I remember was that Ann Richards, Governor of Texas at the time, authorized the use of military action during the raid of the Branch Davidians. Part of the change required the governor to sign off of the PC exception. Officials claimed in the warrant to Richards that they "suspected" the making of meth by the Davidians. It was revealed later that was a total fabrication raised in order to engage the military and the use of its equipment.

Iirc, the Posse Comitatus applies only to the US Army and it’s offshoot the US Air Force.

The US Coast Guard is routinely used for law enforcement in our recreational rivers, lakes and coastlines.

The USN and USMC aren’t covered by the PC but are covered by directives of the DOD.
