Vape is short for vaporizing. Vape devices vaporize nicotine-bearing liquids for inhalation and the phenomenon is an alternative to smoking cigarettes. It’s a lot less obnoxious than cigarettes, but I’m interested in neither.

In my experience they are thinly disguised head shops. It sounds like this guy got into some of the special vaping material they keep under the counter for discerning customers.
