According to Gomert R-TX, on FOX Sunday, at the time the border wall was deemed favorable and passed with democrat votes in the House, Janet Napolotano took the gazillions, into Homeland Security, but declined to use it for the wall. Said it wasn’t nice, or some such.

Gomert claims the billions were spent but never accounted for as to how it was spent.

So if Janet N. can take money from a budget and apply it as she sees fit, ignoring directions from Congress, then Trump’s Homeland Security could say that they are using previously allocated funds that had been misdirected to things like diversity outreach or muslim outreach and only discovered in a recent audit?

I understood that Government departments are required to implement funds allocated to a particular program? (Unless you are Republican?)

In typical projection, the Dems actually treated the wall funding as a real slush fund, and now accuse Trump of the same.
