Well, see - a difference in how people are raised. If my family lived there, they would never do something that was likely to be hurtful to the neighbors.
And if we were contemplating doing something that might also impact the neighbor’s property, we would first go talk to them to see what they thought.
And the neighbors would have also been courteous and considerate, so there wouldn’t have needed to be all those rules.
So certain people without that regard, can make it necessary for more government regulations. I guess that’s why Daniel Boone always wanted elbow room. LOL
In the arid and semi-arid west, it’s always been (at least in many areas) sort of wild and wooly. It’s not illegal to collect rainwater from roofs or some other like setup. The guy in Central Point built reservoirs on his property and collected 13 million gallons of water. So it’s a complicated situation.
