Exactly what is a non-essential employee? What are their job titles? Are they F/T or P/T?

for example, a Census employee whose survey is not funded by one of the bills that passed already. They are not essential to life or limb, hence the moniker. But their role is called out in the Constitution so you can't just wholesale nuke the Bureau. Come 2020, they just might be deemed essential. And in my case, I can't clock hours and will NOT get back pay. But I'll gladlt sacrifice for the wall.
