Thinking logically the answer would be “NO”, so why did he receive an “envelope”, if he did receive one?
Do we have evidence that he did?
Who handed them out?
Wouldn’t it be appropriate for whomever it was that handed them out to have one also (a “sample blank”, for you lab rats) so as not to create suspicion?
Now, the targets know who, the rest of the world [and Jimmah] don’t know why. And, they “could” come out as a group and say “greeting card” or somesuch.

Mrs. Pence got one. Maybe as a cover? Maybe she picked up Marilyn Quayles program? Maybe each wife received a different envelope. Karen did not seem to see it or react to it in the video I have seen. Maybe we need to dig further. Just my gut, if Pence was a bad guy. I don’t think POTUS would inform Karen is this manner.
People could have received different messages in envelopes.
We cannot be certain the envelope msgs all said the same thing.
