Alarmed by the growing popularity of rap among Russian youth, President Vladimir Putin wants cultural leaders to devise a means of controlling, rather than banning, popular music.
Putin says if it is impossible to stop, then we must lead it and direct it. [ ]
Putin noted that rap is based on three pillars: sex, drugs and protest.
But he is particularly concerned with drug themes prevalent in rap, saying this is a path to the degradation of the nation.

I also don’t believe in drugs. For years I paid my people extra so they wouldn’t do that kind of business. Somebody comes to them and says, «I have powders; if you put up three, four thousand dollar investment - we can make fifty thousand distributing.» So they can’t resist. I want to control it as a business, to keep it respectable. I don’t want it near schools - I don’t want it sold to children! That’s an infamia. In my city, we would keep the traffic in the dark people - the xxxxxxx. They’re xxxxxxx anyway, so let them lose their souls.
I don’t know about Russian Rap Music, but the contribution American Rap “Music” has made to Civilization, Culture advancement of Women, Science, Medicine, and National Pride has been incalculable.
If one can’t sing do rap simple for the simple.
I’d love to have a hand-held device that, when I push a button, would blow up the sound systems of cars playing rap music that I can hear on the sidewalk or inside of my house. If there’s a residual fire inside, it’s all good.
I hope Putin obliterates it. After he’s done, he can come here and get rid of that filth.
Putin did not identify the three pillars of rap. His Presidential Council for Art and Culture did. He did respond to that assessment.

I really wish we could buy them. How cool. I would love to have an RPG also. Big caliber chain fed automatic would be nice. Say a M2. Guy could have some fun but $$$$$ would limit the fun.
All that while the Latin music scene has gone through a gold age that has lasted since then of brilliant artists and music.
And rap singers still have more legal freedom of expression than evangelical Christians.
