Was Comey previously tasked with prepping the “special” FISA renewal application, due in (I think) September for October signature? Someone had to be assigned to get that done. Someone had to sign it, too.
Somehow, maybe someone had to scramble to get the paperwork together; make sure all the relevant dox were in the files?

Smells like McCabe. He is the one that suggested Flynn not have Counsel. “former FBI Deputy Director Andrew McCabe encouraged Flynn not to seek legal counsel before sitting down for an interview with two FBI agents.”
He became the one in the lead until a new Director was named. But I think he was involved from the beginning of it all.
