I can see that an extra copy would be useful to the other prosecutor with the “same mandate,” without alerting anyone of his/her existence, but am intrigued by the third copy. Dare I hope someone else “needed” a copy too?

Could it be that the extra requests were to determine if all three sets were identical, extra details or missing details? Perhaps there was some questions as to if they turned over all they had? Whistle blowers have different reasons for coming forward, some honorable some not. Trust but verify?

It creates an internal chain-of-custody (DOJ->DOJ, not WB->DOJ) so that Derps can’t say it was created in Huber’s office.
