My read is that the Pentagon is arguably a much bigger money laundering machine than the Clinton Foundation is.
Also, since the Founding States gave the “power of the purse” (1.7.1) uniquely to the House of Representatives, the House, but ultimately low-information ordinary voters, gets full blame for Pentagon deceptive accounting imo.

Pretty easy to add up to 21T in an organization as big as the military with hundreds of millions of employees. I worked in a tiny little department of about 30 people and we had 3M in research equipment that was unaccounted for one year. Turns out it was simply misplaced during a reorganization and stuck in various closets and storerooms.
