5 indictments unsealed involving 15 prisoners who defrauded military personnel of money, posing as women. Much bigger than it seems, possibly involving around 1,000 victims.— Barbara #Cult45 (@okiequakey) November 28, 2018
I am wondering if the publicizing THIS (HUGE fed agencies involved) is to start a conversation. Sex crimes, sealed indictments, money launder, blackmail........all words that can be attached to the other targets.— Missi White (@MissiWhite4) November 28, 2018
So this is the first phase of Operation Surprise Party. There are 250 more people being investigated involved in these criminal networks. This is BIG. Targeting our military. Wonder whose money is behind it? Where did they get the phones????— Karen Wigtil (@KarenWigtil) November 28, 2018

I work in a prison and lately they have been installing video kiosks and wireless nodes to handle iPads in the prisoners cells. This access to the internet is carefully controlled.
I can envision a situation where in addition to giving access they also can be used to collect intelligence that could lead to prosecutions such as the ones announced today. No cell phones needed...
