There appears to be a good 20-30 yards between the razor wire barrier and the metal fence.

The people in this picture are a good 30-40 yards away from the fence on the other side of a razor wire barrier.
Only in the far background are people close enough to throw rocks and get a pepper spray response from the border patrol.
