IIRC from 2000, the protocol for “close of balloting” reports are the total of (1) same day ballots, (2) early voting ballots and (3) absentee ballots _if properly postmarked_.
If the totals (difference) falls within a specified small percentage, then provisional ballots are counted through a verification process. This is determined on a race-by-race basis.
If the total is outside that percentage, a winner is reported and the results are sent to the SoS for certification.
And, we must dispel this idea that voting is a right. It is not. It is a privilege.
If it were a right, there wouldn’t be an age provision.

Even with if those standards are adhered to, with the skullduggery that is and has been going on in many states and counties renders the results tainted.
But at least it’s better than counting any ballots that somehow or other “show up” for days on end.
