Was it used to identify and track those involved in vote fraud?
Illegal voting?
Identify the total number of voters per precinct to compare to vote totals in each precinct?
Was it to track suspected/known fraudsters movements?

You send a ping to an IP address and it replies, providing a millisecond transit time. What if EBS sent out a “generic request” and received back ALL cell phone numbers that received it?
I consider this because, newer phones would not allow you to ignore the EBS signal.

I think they could use it to get a count of phones that showed up to vote on Election Day and compare that with votes cast for sure.
Could they figure out who is eligible voter from illegal immigrant at polling place and then use phone to follow them to arrest them and remove them from the country? Is the wall / armed forces on boarder to keep them in until we apprehend them?
