Hmmm.... hesitate to post. Tagging off what others have written.
My list is similar to the rest. Just one new word: Capability
Elementary (principles of justice defined / objectives defined)
Security (of preparations / of proceedings, etc., etc., etc.)
Directly (administered justice / communicated to public when ready)
Capability (prosecuted to the fullest extent of the law / of public to understand - remember security preps above - contingency plans made)
Thinking about justice. I guess the areas above could be pre-stage planning???
Also, four booms... when each stage is fired (canon) ??
When taken together a BIG BOOM (the cannon)???
