Pretty much looks like a Hell Gap point to me. As far as the age it seems they're using a different method of dating that carbon dating. I recently found a point almost identical just a little longer.

I live several dozen miles from the dig. In our area we find "Guadalupe Biface" tools. These are palm sized tools used for cutting and scraping hides. I have found several.
These are crude tools that seem to me to be much less sophisticated than the arrow point and spear point tools that are also found in Texas. This has made me often wonder if the biface tools are not from an earlier era than the Clovis tools.
