For jobs to reduce poverty those in poverty have to apply for them. I don’t see that issue addressed. If they are not looking for work, they are not unemployed, but rather existing on transfer payments. Adopt the German system of Workfare where you show up at 7AM and work until 5PM, or you don’t get your assistance. It’s amazing how fast almost all of them find better jobs.

Of course not, not if the community's "poverty" is the result of drug abuse, criminality, family breakdown, and old-fashioned laziness. With welfare protecting the deadbeats and parasites, there's no NEED for a job, so why would a junkie crook with no ties but his homies care about whether there's work available?
Tie a job to his survival, and I'll bet jobs become a lot more important.
