I think I’ve if two reasons.
1. He can’t die him until after the election. If he did he risks giving the independents motivation to vote rat.
2. RR is ratting out others... Possibly up the chain.

Because of the potential negative fallout, President Trump is being forced to stay his hand until after the midterm elections.
