I think that RR and RM are both Black Hats. As someone else suggested, they have been left in place while some other part of the plan is being advanced. I think that RR is a compromised Black Hat. Perhaps they will start to arrest individuals or groups engaged in vote fraud that that needs to be front and center. RR has to be feeling pretty lonely as all the people around him get fired. Yep.
