Yes, we now know that she was speaking about Republicans.
However, it is clear from her detailed description of the tactic, that it is a tactic used on Brett Kavanaugh.
So, though she accuses Republicans, it is clearly a ‘tactic’ used — as far as I can tell — only by Democrats.
