Teddy Roosevelt threatened to ban football in 1904. Again because people were dying on the field. Many of our modern rules can be traced to this.

many things could be done to mitigate this type of occurence, though it must be stated numerous sports and activities lead to unforeseen tragedy (cycling accidents come to mind)...eliminate kickoffs, the three point stance, tackling below or above the mid point of the body, usage of the newest helmet technology; it’s first necessary for the culture of football to want to do it...
