Idaho is what came to my mind as a good fit - Sarah was born there, and college too iirc.
Except if they want bigger and better things to do - I’m not sure Idaho is the place.
Sea trout, though not true trout, are just as fun to catch and you use much the same gear... waders, fly rod and lure... with herons, bald eagles, osprey and dolphins to keep you company.

I’ve been fishing in both places. You obviously have never fought a 100 # tarpon caught with a fly rod....in Florida.....
