The only thing that pops up in my feeble brain is connected to James O’Keefe’s new series. Derp embeds in gov. How can they be gotten rid of? What needs to change so that useless or seditious fed employees can be fired or laid off? And how can they be identified?

Trump, through executive order I think, somehow made it so Veterans Admin employees are easier to fire. I guess the unions rolled over for that one.
DOD civil servants swear an oath upon being hired, just like military, etc. I’m not sure about the other agencies. Violating that oath would seem to me to be grounds for dismissal. The process is long and supervisors really have to be dedicated to getting an employee fired.
NO public servant should be able to join a union!!
