Or, if you take the story at face value, the janitor was there for the high-speed internet. An astronomical observatory these days would certainly have at least a gigabit, perhaps 10 gigabits of bandwidth. That kind of bandwidth would make it much easier for a janitor to build a child porn collection.
I can take it on face value that it is a cover story.
I do not think that a child porn bust typically involves helicopters and shutting down a small town including its Post Office. If it was just the building Janitor, why take any action outside of the building that holds the Janitor and the computer? (Does all local internet service run through the Post Office. Humm.)
