Years ago (but after 9/11) the company I worked for had a NatGas pipeline blow-out (32-inch, interstate line at ~975 psig) in western Illinois. Middle of nowhere, so not that far from Peoria.
Our controls in Houston notified local response (sheriff) 2 minutes after the event. Local techs, living nearby scrambled to their trucks BEFORE being called by Houston Control.
FBI was at the scene when both technicians and sheriff arrived.
Pipelines are part of interstate commerce so the FBI has a role.
I live in Peoria. Al Amari was a Bradley student at the time (ultimately convicted helping in 9-11) and there was much speculation a cell was here. Maybe those guys.
