Well, if that’s what you believe will happen - or if you have intel to that effect - why do you have to put it in weird code?
All that does is alienate people. Americans are straight-forward, common-sense people. We aren’t so frail that we can’t take straight words or require little hints spoon-fed to us by some anonymous cipher!
Get over yourself and your self-perceived importance, and come out into the light of the real world!

Because it is against the law to release classified info outside of command. So Q asks questions, numbers etc. He does not release the info itself. WE dig up the info that is public! Some are able to hack into hidden material. Q is real beyond question! How many “coincidences” do you need before you realize that all that info we found legally is TRUE?
