I figured on D.C. being up there but what's up with New Mexico, North Dakota, and Iowa? Florida and Georgia are significantly underrepresented.

Someone mentioned upthread that Iowa is a hub of child trafficking.
No idea with ND.
I figure NM and all border states are human trafficking points, illegal border crossings, coyotes, etc.
NY and CA have ports where a lot of illegal shipping happens.
I suspect that the main reason the number of indictments in DC is as low as it is (even though #1 on the list) is because they tried to move as many indictments outside of DC as possible.
