I’m never sure how they’re measuring things. “They” tend to change the criteria to suit their narrative.
7 v. 20 is an amazing stat. I had no idea, but I strongly suspected there were trends like that.

The different measures are listed as U1, U2, etc., each with their own definition. U6 is the one that many people think is the true unemployment rate. Here is a graph showing historic U6 rates:
