I think their small size is the main reason their especially aggressive. Imagine seeing the world from their vantage point, several inches off the ground. Must be terrifying. They need to compensate for their small physical size somehow, if even as a bluff.
That's certainly true of Robert Reich, so it's very plausible for Chihuahuas.
