I think it was a troll. I assume any SCIF establishment needs be reported up the NATSEC COC.

In retrospect I should have pointed out that if it was a REAL SCIF with access to SI communications it would have to be approved by one of the various security services prior to the installation of the appropriate Crypto gear.
DirNSA has responsibility for issuing cryptographic equipment and keying material as well as specifying protective requirements. What is issued depends on the needs and purpose of the facility.
It could have been a private facility with commercial grade encryption assuming that it was more than just a private place to meet. Of course, that begs the question of why it was there in the first place.
If it was an approved facility it would not be able to provide complete privacy from NSA, just privacy from non-US government entities.
