The FBI announced Friday that it had arrested all five New Mexico compound suspects, days after multiple charges were dropped. The suspects were now being charged with violating federal firearms and conspiracy laws.

In as short a nutshell as I can. Q is telling us that FISA warrants were obtained on certain people who had some foriegn connection and then, once the warrants were obtained "legally" surveillance on people "upstream" and with no foriegn connection (required for FISA. Remember FORIEGN INTELLIGENCE SURVEILLANCE) were sirveilled under the UMBRELLA of the warrant.
And in this way, the REAL targets were under surveillance and targeted.
Q also says there is a paper trail that shows that Loretta Lynch [LL] allowed special entry to the US for the Russian woman, who was then used to connect the targets of the warrants as having contact with a foriegner and so make the warrants appear legit. Total set-up, as The Donald would say.
This plot gets easier to understand by the day.
