Note the NATO-like star with gold bars on blue background on front/top of podium in that picture. They’re from his 2008 presidential campaign. It doesn't matter where or when the stock photo originated, just that Q is using it for a marker for an event that may have occurred on July 25th that required both of his hands to be raised. That particular image does that job quite nicely.

Agree with you on Q Team’s use. SYMBOLISM caught my eye, looked up origin, thought there was confusion about when that picture was taken, but intention seems clear.
