It means that Comey - by his tweet - has a vocabulary that includes the word “untethered” which, coincidentally, of course, matches a gmail that plays a role here and now JC is not going to be able to say a 12/2016 gmail is not something he wrote.
It means that Comey reads Q-drops, too. By using the same terms, he is “trolling Q” [big deal!] and trying to make others think he is on top of this Q thing.
