As a practical matter, that's how it works now.
Having a clearance doesn't mean you can access classified information at will. Someone with both clearance and a need to know needs to determine that you have a legitimate need to know before they can share the info.
Access is granted on a case by case basis - just like getting a temporary clearance only with a lot less paperwork.
This guy must be going through life with his eyes and ears closed. He must have seen what Brennan has been up to lately. So what is he trying to do?
